Honestly, theoretically i (somewhat) like both of these.
I’m actually surprised modular/prefab industry isn’t something China is focussing on. This isn’t to say shipping a prefab on a ship is easy, but imagine being able to make a whole prefab apartment in China and ship it to be constructed in Egypt, India, Bangladesh, etc.
SMR’s on the other hand…I don’t know. I can’t really tell. On the one hand, a big reactor is just better for cities and there is an economy of scale too it. But at the same time, I could imagine it would be useful for quicker stop gaps, quicker start up times from start of construction to powering, or for smaller low population areas.
But overall SMR’s I feel are subject to a really odd propaganda war, you have nuts on youtube peddling them like they’re being paid, you have anti-nuclear nuts (especially germans), and I think the anti-smr argument is generally a little more correct, but it’s hard to tell
