Seems like this is a program from Nico Nico Douga for Japan’s Constitution Memorial Day. The text is on screen but is in historical kana orthography and Kyūjitai, so might be a little different from modern Japanese text you are used to seeing.

As expected the comments are full of Evangelion and Sailor Moon jokes……

There is an extra section at the end where the Preface is read by both Furuya Tōru and Mitsuishi Kotono, with two versions where they switched parts.
